Rules for Downtime
Pathfinder tactical game - Combat encounters are also incredibly tactical. They require tactics and teamwork. You do much more than move and attack.
it has working stealth rules. To the extent where you could play this system like Metal Gear Solid, complete with ? marks and ! points.
